Charge: St. Paul man shot dead while trying to protect his sister from ex-boyfriend

An alleged killer has been charged following a shooting that left a St. Paul man dead in the street after trying to protect his sister. 

Ryan V. Frazier Jr., 23, of Minneapolis, is the accused gunman charged with fatally shooting 27-year-old Brandon Salter, of St. Paul, on the 700 block of 14th St. E. in Minneapolis on the night of June 4. 

Prior to the shooting, a woman identifying herself as "Kayla" was reported to be banging on Salter's sister's door around 9:45 p.m., yelling at Salter's sister to come outside and fight. 

The complaint says Kayla is Frazier's current girlfriend, who wanted to fight Salter's sister, who is Frazier's former girlfriend. At the sight of Fraizer's car parked on the street, Salter's sister called 911 and then called her brother asking him to come over in case Frazier was nearby. 

When the woman opened her screen door, she was immediately attacked by Kayla, the complaint says, with a "tussle" ensuing on the front lawn. Salter arrived at about the same time, with his sister telling police that she could hear Frazier repeatedly telling Salter "I'm going to shoot you." 

Salter responded: "I'm not here for all of that," according to the complaint, which quotes him as also saying "If you're going to shoot me, shoot me."

His sister told investigators that before she ran inside to get her crying baby, she saw Frazier pull a black, semi-automatic pistol from his waistband. When she was inside, she recounted hearing 4-6 gunshots. 

She returned from inside and found Salter lying on the ground across the street, and Frazier and Kayla were gone. Salter had suffered two gunshot wounds to the chest and one to his left arm, and he died after being transported to Hennepin County Medical Center.

"Brandon was protective of all of the women in his life, but his ultimate dedication was to protecting and providing for his 3 year old daughter. He worked two jobs, from early morning shift to late night closing shift in order to provide a quality life for his young daughter. We will all miss Brandon terribly, but none of us will miss him more than her. Unfortunately, she has been stripped not only of the physical care and love she received from her Dad, but the financial contribution as well."

According to the Pioneer Press, Frazier was arrested this week in Chicago. He's been charged with second-degree murder in Hennepin County District Court.
